This is a fan designed Romulan Bird-of-Prey also known as "Vengeance Hawk", based on a sketch by Atolm. This design looks like a convincing TMP-style Bird-of-Prey to me. It would therefore be the Romulan counterpart to the Constitution Refit and the Klingon K't'inga Class or the Klingon TMP Bird-of-Prey. Like the latter one, it would probably be in service until the TNG era. The size is based on the assumption that the main hull is about the same size as on the original TOS Bird-of-Prey. The distance between the window rows on this 3D model would also point to a size like that.
