This is the USS Bradford, a kitbash Adam Bucker built as a far background ship for DS9. But it was never used and instead sat on the desk of producer Peter Lauritson for a while. It was made from a Reliant Kit with parts from a Voyager kit, an Excelsior display stand, some tank and helicopter kit parts and two Saturn V rockets as cargo pods. You can read about it here at memory alpha.

The size is based on the Miranda parts. Note, Eaglemoss lists the Reliant Type (Regular and XXL version)with a length of 233m, whereas all the other variants (Saratoga, Lantree etc.), that should have the exact same length are said to be 243m. The latter makes much more sense, as this makes the shared components about the same size as on the TMP Constitution.
